Learning Objectives: Upon completion of this course, students will: 1. enhance their understanding of the role of federalist and anti-federalist philosophies in the development of current government policy and their impact on contemporary public-sector decision-making. 2. explain the nature and scope of public administration and comprehend key public administration principles reflected in the paradigms of the academic evolution of public administration. 3. explain the characteristics of the ideal bureaucracy and the challenges of public bureaucracy in contemporary settings, including those of ethics and accountability. 4. comprehend how the key principles of public management are linked to classic models of public policy formation and implementation, organizational theory and behavior, leadership, personnel and budgeting in the public sector. 5. apply theory to current dilemmas in real-life organizational settings through the analysis of a case study, practitioner video presentations, class discussions and the management research paper. 6. enhance proficiency in critical analysis, research, writing and library and Internet research; the latter using primary e-journals and other electronic resources of the field.
